Improve telemetry sample review path

Summary

• Add a reviewer quick path to the curated telemetry samples index so reviewers can jump to overload, scheduler-delay, remote fallback, or Jetson-backed evidence quickly.
• Link scheduler-delay and remote-fallback curated samples from the validation evidence map.
• Extend docs tests so those sample artifacts and quick-path cues remain discoverable.
