Add policy pressure timeline summary

Summary

• add an additive policy pressure summary inside the sustained operation timeline
• expose limited/protected/fallback task markers in CLI and EdgeEnv feed contract checker output
• validate the nested policy pressure summary boundary and document it as supplemental Orchestrator evidence
