Add sustained pressure window summary

Summary

• add a supplemental pressure_window summary to sustained operation timelines
• expose window count, longest window cycles, peak queue depth, limited/protected/fallback tasks, and review_sustained_pressure_window
• print the pressure-window first-read line in the EdgeEnv runtime feed contract checker
• document the additive non-decision boundary in English/Korean contract docs
