- SSH migrate/restore no longer requires firewall enabled - SSH hardening no longer checks firewall rollback state - View migration status and confirm auto-detect latest pending token - All modules operate independently
用户要卸载就应该能卸载。将未完成回滚/密钥事务的硬阻断改为 警告提示，用户确认后正常卸载。仅保留「配置事务正在写入」时 的拒绝（真正的并发安全问题）。

原因
此前防火墙和 Fail2ban 也默认创建回滚，且向导即使不修改 SSH 也会留下确认令牌；卸载需要重复确认，操作体验不符合预期。
