Being offline can disable HLS

If HLS happens to start when you're offline, it (or ghcup ?) fails, and the Haskell extension gives up on it permanently, with Restart Haskell LSP Server having no effect. You have to do Reload Window to fix it.

Depends.

It will not fail hard if it can't download the metadata... it'll fall back to the cached metadata in that case (see --metadata-fetching-mode). But with ghcup run --install it may try to download a bindist. So if we have cached metadata and don't actually need to install any bindist, then it should work.
