Closing unmerged under the authorized PR-to-zero policy. The refreshed candidate is green, but the fixed independent reviewer became unavailable after a provider usage-limit termination before it could bind its focused base-movement re-review to exact head c49935a. The merge guard correctly fails closed without that exact-head artifact; the policy self-review fallback is not a substitute for the independent receipt. Replacement trigger: open a fresh current dependency candidate with a live fixed-reviewer lineage and rerun exact-head checks. Branch and history are preserved.
