Replace the LICENSE file at the repo root with the COMPLETE canonical Apache License 2.0 text (~202 lines from https://www.apache.org/licenses/LICENSE-2.0.txt, including all sections 1-9 and the APPENDIX). This repo currently ships only the ~17-line Apache boilerplate NOTICE, which is intended for source-file headers, not as the LICENSE; Apache-2.0 section 4(a) requires shipping a copy of the License itself, and GitHub cannot detect the license as a result. Preserve the existing copyright year and entity EXACTLY as the current file states — do not invent either — placing them in the APPENDIX placeholders where the canonical text has [yyyy] [name of copyright owner]. Change no other file, except a README line that explicitly claims a different license, which should be corrected to Apache-2.0. If the full license text is already present rather than a stub, make NO change and say so rather than manufacturing a diff. VERIFY before finishing: the new LICENSE contains "TERMS AND CONDITIONS FOR USE, REPRODUCTION, AND DISTRIBUTION" and "APPENDIX: How to apply the Apache License to your work", exceeds 150 lines, and leaves NO unfilled [yyyy] or [name of copyright owner] placeholders.
