Drain GitHub issue #18 for todos task a1b9689e. Issue URL: #18. Read /tmp/hasna-issue-contexts/hasna-sessions-18.md if present; if missing, use the issue text from GitHub. Prior factory run run_fc795c2984f4 produced a candidate but parked before PR because bun run test failed on CodexParser > stages and persists generated large rollout files with bounded normalized batches timing out after 10000ms; factory attributed that failure as INTRODUCED because base tests passed.
