Preserve the original shared Intel XPU measurement harness, diagnostics, reporting, schemas, statistics, and harness tests. Its sole commit is patch-equivalent to a commit already in the combined XPU branch.
Preservation draft: related integrated work is in #16. This is an overlapping development snapshot, not an independent merge candidate. Compare against the combined branch before selecting any remaining changes.
Validation: no build, test suite, or hardware benchmark was rerun for this publication-only operation; existing commits are preserved unchanged.
