Why
This PR adds a
CITATION.cff(Citation File Format 1.2.0) file so that GitHub, Zenodo, and academic tooling can surface correct citation metadata. The critic audit (strategy/_critic.md gap #15) flagged missingCITATION.cffas a HIGH research-integrity gap for this portfolio of research-claim repos.What changed
CITATION.cff— new file, populated fromgh repometadata (description, topics, licenseInfo, createdAt) and version from package manifest.Risk class
