Spawn a SkeletalMeshActor holding the student wand mesh and attach it to the proxy's CharacterMesh0 at the WandSocket bone, once the async CCC body mesh is built (ProxyReadyToDrive). HL has no draw/holster state — the wand just rides the hand pose — so it's always on; destroyed with the proxy. Groundwork for cast/Lumos, whose VFX attach to the wand tip.
