Adds the Clef adapter (clef and clef-flash) for typed decide cells in both the TypeScript and Rust runtimes, including embedded image support, four-decimal provider rounding feasibility, and a browser-safe image type contract. Credentials are environment-only and requests are single-attempt with strict envelope validation. The historical Jev pipeline tests and evidence stay byte-identical.
