P1 portable event-loop contract/parity — draft, DO NOT MERGE

Existing P1 branch codex/p1-portable-event-loop-contract-20261012, published head ea1fabac7830d447fb40e604ef5168ac8fcea073 (2026-10-17). Scope is bounded typed trace/behavior records, structural and replay checks, static resource summaries, Rust mirror, parity fixtures/scripts, and P1 evidence. No scheduler, provider, or external-delivery qualification. The latest patch snapshots foreign traces before property reads and charges each copied occurrence before allocation so acyclic shared subtrees cannot expand beyond the 1 MiB bound; deterministic regressions cover root/array Proxy reads and shared-subtree expansion. Reflective Proxy traps can still run. Static shape, structural, and synthetic replay evidence are distinct; digests do not prove host delivery or improvement of later work.

The exact-head Required check passed on ea1fabac (including clean CI typecheck/lint/docs and Linux/macOS Rust and Bun shards). This admits that CI run, not reliability across runs or external effects. Independent task review on this exact published tree (not a GitHub review) found no new contract defect: the diff remains in the event-loop lane and Rust mirror, the new fields have bounds and refusal vectors, and all 13 parity scripts compare TypeScript/Rust digests and refusals. The reviewer made no file changes and recommended do not merge yet.

Local exact-head focused evidence: 71 Bun event-loop tests (rechecked 2026-10-17), six Rust library event-loop tests, all 13 parity scripts, native parity (86 examples; 12 budget cases), source lint excluding target/** and .cache/**, docs check, Cargo build/Clippy/fmt, and diff check passed. No local aggregate pass: bun run check failed typechecking third-party TypeScript under generated target/; cargo test --workspace --locked timed out at 600 seconds after tests began. An earlier workspace attempt failed on this runner's denied loopback bind; an initial Rust fetch failed TLS on apple-foundation. These outcomes are not aggregate passes. Offline Rust passes used CARGO_HOME="$PWD/target/p1-review-cargo" CARGO_TARGET_DIR="$PWD/target" CARGO_NET_OFFLINE=true with rustup Cargo first on PATH; do not blindly retry the timed-out key on this runner.

Merge blocker: P1_CONTRACT_PARITY_BLOCKED. On a clean source-identified, loopback-capable runner, run bun run check before generating target/, then cargo test --workspace --locked with the documented Rust environment. Separate CI reliability owners must diagnose Linux Bun 1.3.14 Test (3/3): the src/observe.test.ts timeout (run 38741615160) and src/store.ts EBADF (run 38717507805). Do not infer reliability from one passing Required. Recheck focused/parity gates and exact-head Required; re-review if the head changes. Good: the parity numbers are in the body now (88/88 trace-field records, 10/10 replay vectors) and commits are landing. That's P1 parity done by your own count. What's left is a red Required, so fix that rather than handing it off.

The Test (3/3) timeout in src/observe.test.ts and the earlier EBADF in src/store.ts:130 are blocking this PR, so they're yours today. Fix them here or in one small PR, and state the before/after (failures over N shard runs).
