Graduate Oh memory and add attributed same-project coordination

Outcome

Make Oh memory a stable, usable HRA capability for newly bound Codex and Claude Code sessions, with an owner CLI, explicit project sharing, and attributed same-project peer coordination.

Reviewed boundaries

• Consume the published stable Oh memory contract. Keep Oh agent agnostic.
• Keep expiring session working memory local. Give each project a separate durable canonical authority; sharing is explicit and conflicts fail closed.
• Sync canonical operations through encrypted hosted storage with exact replay, recovery, quota, revocation, and erasure checks.
• Expose bounded same-project inspection, queued messages, and steering without granting peer session administration or approval authority.
• Preserve existing personal conversations without claiming they acquired provider tools that were never installed.
• Document the existing same-OS-user trust model; do not claim hostile same-user isolation.

Delivery status

Implementation and independent review are in progress on the integration branch. The local checkpoint ef9364a196d1640261fb610d46a0f34510e786f0 passed the complete repository gate, including packaging, complete governed history, and consumer installation. Later reviewed main changes still need to be joined and validated. Authenticated live acceptance, reviewed merge, immutable release admission, hosted deployment, and production readback remain open.

This issue records the agreed scope after implementation began; it is not a claim that the feature is released. The implementation plan and bounded acceptance runners will accompany the pull request.
