Bumps @hraness/design-kit to v0.24.0 so the sealed marketing footer and the shared network footer compose into one band on every ordinary page. The build and contract version expectations and the isolated apps/web lockfile track the new pin; the frozen articles/status aliases and both compatibility boundaries are unchanged.
