Bumps the workspace, crates, package.json, and src/cli.ts to 0.10.6, and renames the Unreleased changelog section.

Ships:

• Link: require an explicit relay instead of a local-backend default #269: xcb link requires an explicit relay and names it (fixes the 30-second "relay request timed out" on a new machine).
• Tasks: reroute when the chosen model left the provider catalog #270: a task whose model left the provider's list is rerouted instead of failing. This was found on the second acceptance Mac.

Local gates: fmt, clippy -D warnings, and cargo test --workspace pass. Two timing tests and three bun tests timed out while the machine's load average was about 30 from other sessions. Rerun alone, they passed, except one bun test at 5.5 s against its 5 s limit. None of them touch changed code; CI's Required check runs the full suite.
