Release xcb 0.20.7: settle native command timeouts

Bumps xcb to 0.20.7 in the workspace Cargo.toml, the crate pins, Cargo.lock (via cargo update --workspace --offline), package.json and src/cli.ts, and renames the CHANGELOG's Unreleased section to 0.20.7 - 2026-10-09.

0.20.7 ships #496:

• worker guidance now sizes native timeouts to the command, up to 600000 ms for builds and test suites, replacing the old 120-second cap;
• a timed-out native command that held no GitHub credentials, or was a read-only gh query, settles as status: "timed_out" with its workspace changes kept, instead of leaving the whole task uncertain.

Validation

• bun run check:versions: release source versions agree at 0.20.7
• cargo check --workspace --locked
• Settle native command timeouts that cannot have remote effects #496 passed fmt, clippy, the full workspace test suite and bun run check locally, plus required CI

The auto-tag workflow tags v0.20.7 and runs the release after this bump PR is squash-merged.
