what does this pr do?
cont of #45862, add https://huggingface.co/Zyphra/ZAYA1-VL-8B, a vl model from Zyphra.
This model uses visual bidirectional mask and visual-only lora on qkv projections and experts mlps.
open when #45862 is merged.
