Port the Cipher Quarantine Channel from palace-internal R&D to a public-safe spec at repo root. Generalises [hux-stated] and [vesper-derived] provenance tags to [user-stated] / [orchestrator-derived], strips palace paths and field-run anecdotes, keeps the threat model, six rules, and procedure intact. Updates CHANGELOG.md so the "Not in scope" reference now points at the public doc instead of a palace-local JUMP-IN. Sister doc shipping at docs.loci.garden/quarantine-protocol in Engineer register; this repo-root copy is the canonical Wizard cut. Co-Authored-By: Claude Opus 4.7 <noreply@anthropic.com>
