MIGRATION-PLAN.adoc:45-49,202-203: module-level mutable state and host-effect calls (Date.now, Console.log) fail with 'references an unbound binding' on the core-WASM backend. Gates all 111 EFFECT-GATED migration kernels (~19% of corpus). Note partial movement: #548/#549 landed
const mutmodule-level bindings (2026-06-11) — wall is narrower than when documented; re-scope what remains (host-effect lowering + global init ordering). Cross-ref #555 (handler dispatch is the sibling gap). Doc-stated, previously issue-untracked. Part of the v1-readiness ledger.
