fix(ci): pin third-party actions to full commit SHAs

The account's Actions policy requires a full-length SHA ref. A tag or branch ref is refused at
startup — startup_failure, no jobs, "this workflow graph cannot be shown" — so these workflows
could not run at all. This resolves each ref to the commit it currently points at and records the
ref in a trailing comment, e.g. actions/checkout@<sha> # v4.

dtolnay/rust-toolchain takes its toolchain from the ref itself, so those steps also gained an
explicit with: toolchain: input; without it, a SHA ref would silently lose the channel.

No behaviour is intended to change beyond the pins.

📝 Summary

Summary by CodeRabbit

  • Chores
    • Pinned CI and release automation actions to immutable commit references across multiple workflows.
    • Retained existing toolchain versions and workflow behaviour while improving build reproducibility and supply-chain integrity.

Walkthrough

The workflows replace mutable GitHub Action and reusable workflow tags with commit-pinned references. The changes cover Deno, Julia, Rust, Alire, Codecov, artifact upload, and SLSA actions.

Changes

CI action pinning

Layer / File(s) Summary
Deno action pinning
.github/workflows/ci.yml, .github/workflows/rescript-deno-ci.yml
Deno setup uses one pinned commit across the affected jobs.
Julia workflow action pinning
cicada/.github/workflows/ci.yml
Julia setup, cache, build, coverage, and Codecov actions use pinned commits.
Rust toolchain and coverage pinning
czech-file-knife/.github/workflows/stress-test.yml, panoptes/.github/workflows/rust-ci.yml
Rust toolchain and Codecov actions use pinned commits. The stable toolchain remains configured explicitly.
Supporting workflow action pinning
monitoring/systems-observatory/.github/workflows/generator-generic-ossf-slsa3-publish.yml, nano-aider/.github/workflows/ci.yml, broad-spectrum/.github/workflows/ci.yml
SLSA, Alire, artifact upload, and Codecov references use pinned commits. Version comments remain where supplied.
