Summary

Removes this repo's own Semgrep scan. The semgrep-code-hyperpolymath GitHub App (Semgrep Managed Scans) already reports semgrep-cloud-platform/scan on every pull request here, so PRs were scanned twice. No ruleset requires a Semgrep context in this repo (checked via rules/branches/main).

No issue. This is owner-requested estate cleanup (duplicate Semgrep scanning).

📌 New pins

Head SHA: 3056e44d87f88a3106433db43ea8196f6077382c. No pins added or changed.

  • removed: returntocorp/semgrep-action@v1

How has this been verified?

Files:
M .github/workflows/actions.lock
M .github/workflows/comprehensive-quality.yml

actions.lock: only the Semgrep-specific entries removed (the semgrep.yml workflow key and/or the returntocorp/semgrep-action list item and its dependency block). Every other entry, transitive dependencies included, is untouched.

  • gh actions-lock --no-fix --json: findings diffed before/after. 0 new findings; only findings that belonged to the removed Semgrep entries disappeared.
  • yq -e . parses every changed YAML file.
  • KYAML: the edited workflow was rewritten with standards/scripts/kyaml-format.sh (yq -p yaml -o kyaml), which refuses any rewrite that changes the parsed data; kyaml-format.sh --check passes. Owner ruling 2026-10-08: a workflow a PR touches is converted to KYAML in that PR. The diff is large because of the reformat; the only semantic change is the removed Semgrep step/job.
  • actionlint: same diagnostic count as the original file (no new lint).

Checklist

  • My commits are signed (git commit -S, verified G).
  • I ran the project's own checks/tests locally and they pass: the workflow checks above. The change is CI-only, so no build or test was affected.
  • New files carry the correct SPDX identifier: n/a, no new files.
  • Docs are updated: see notes. Prose that mentions Semgrep is left as is.
  • I have not introduced a soundness hole. The coverage change is flagged below.

Notes for reviewers

Coverage change, stated rather than hidden: the removed workflow also ran on push and schedule. The app reports only on pull requests: no semgrep-cloud-platform/scan check exists on main HEAD 86fdded. Default-branch and scheduled full scans now depend on Semgrep Cloud's own schedule, which is not verified from GitHub.

The semgrep-code-hyperpolymath GitHub App (Semgrep Managed Scans) already
reports semgrep-cloud-platform/scan on every pull request here, so this
workflow scanned the same code twice. No Semgrep context is required by
any ruleset. actions.lock loses only the Semgrep-specific entries.

The edited workflow is rewritten as KYAML with standards scripts/kyaml-format.sh
(yq -p yaml -o kyaml), which refuses any rewrite that changes the parsed data.
Owner ruling 2026-10-08: a workflow touched by a PR is converted in that PR.

📝 Summary

Summary by CodeRabbit

  • Chores
    • Updated the quality-check workflow while retaining its existing checks and schedule.
    • Removed the non-blocking security scan from the workflow.

Walkthrough

The comprehensive quality workflow was rewritten in JSON-style YAML syntax. Its quality-check jobs, commands, settings, push branches, weekly schedule, and step-level HTML checks remain. The pull request event declaration is now null, and the non-blocking Semgrep step was removed.

Changes

Quality workflow

Layer / File(s) Summary
Workflow configuration
.github/workflows/comprehensive-quality.yml
The workflow uses brace-delimited, JSON-style syntax. The pull_request declaration is now null, and the non-blocking Semgrep step was removed. The other described jobs, settings, triggers, and HTML checks remain.

Priority: ⬇️ Low

Estimated code review effort: 2 (Simple) | ~10 minutes

Change: Other

Merge Risk: 🟡 Moderate · up to 3056e

The reformatted quality workflow fails the repository's own workflow linting, because those checks expect permissions: at the start of a line. Either revert this workflow to block YAML or update the linter to parse YAML before merging. The SPDX header failure also needs attention, but it is not caused by this change.

Before / after behavior

  • observed — Modified behavior in .github/workflows/comprehensive-quality.yml: The workflow configuration was rewritten from YAML block syntax to brace-delimited, JSON-style syntax. It retains the quality-check jobs, their commands and settings, the main/master push branches, the weekly schedule, and the step-level HTML guards. The pull_request declaration is now null rather than an empty event declaration.

A rabbit checks the workflow lines,
Then hops past Semgrep’s old designs.
The branches stay, the schedule too,
The quality checks still run through.
One neat rewrite, then off I bound.

Put SPDX-License-Identifier on line 1 and remove the duplicate header comments.

The Workflow Security Linter and the Governance linter both require an SPDX identifier on line 1. Both fail on this file with exit code 20. Line 1 is # This workflow is managed by gh actions-lock., and the identifier is on line 2. The same "managed by" comment appears three times (lines 1, 3 and 4). These lines are unchanged in this diff, but they block the checks on this PR.

If gh actions-lock adds the marker comment again, configure it to put the marker after the SPDX lines. Otherwise, the tool will undo this fix.

Keep this workflow in block YAML or make the linter parse YAML.

.github/workflows/workflow-linter.yml searches every workflow with grep -q "^permissions:". In .github/workflows/comprehensive-quality.yml, permissions is indented inside the brace-delimited document, so the check reports it as missing and exits with an error.

Update the linter to parse YAML, exempt this syntax, or retain block YAML for this workflow.

Review comment at @.github/workflows/comprehensive-quality.yml at line 8:
Change the workflow’s permissions declaration from brace-delimited YAML to
root-level block YAML so the existing workflow-linter check recognizes it;
preserve the read-all permission value.

## Summary

Restores block-style formatting of
`.github/workflows/comprehensive-quality.yml`. #133 removed this repo's
duplicate Semgrep scan and, in the same PR, rewrote the file as KYAML.
The KYAML form turned two gates red that read only block YAML:

- **governance / Workflow security linter**: its duplicate-key check
comes from standards@317101e0 (2026-09-14). Flow-document support landed
later, in standards 13b872c1 (2026-10-01), so the old copy reads every
step's `name:`/`run:` as a repeat of the previous one and reports
phantom duplicates.
- **lint-workflows** (this repo's `workflow-linter.yml`), where present:
it checks for top-level permissions with `grep -q "^permissions:"`.
KYAML indents that key inside `{`, so the check fails although the
permissions are declared.

The parsed workflow is unchanged, so behaviour does not change. KYAML
conversion waits until both gates read it.

Follow-up to #133.

## Type of change

- [ ] 🐛 Bug fix: no code change; this clears CI reds the earlier
reformat caused.
- [ ] ✨ New feature: n/a
- [ ] 💥 Breaking change: no
- [ ] 🕳️ Soundness fix: n/a
- [ ] 📖 Documentation: n/a
- [x] 🧹 Refactor / tech debt (behaviour-preserving)
- [ ] ⚡ Performance: n/a
- [x] 🔧 Build / CI / tooling

## 📌 New pins

Head SHA: **`df533c888e2c46b212e34361184c01c50afce02c`**. No pins added
or changed.

## How has this been verified?

- `yq -o json 'sort_keys(..)'` on `main` @ `2615225` and on this head:
**identical data**.
- The current standards duplicate-key checker passes this file. A
planted duplicate in a KYAML copy is still caught (rc=1), so the KYAML
file was clean and the old checker was wrong.
- `grep -c '^permissions:'` = 1 (was 0 in the KYAML form).
- `actionlint`: same diagnostics as the pre-#133 file.
- No `uses:` ref changes, so `actions.lock` is unaffected.

## Checklist

- [x] My commits are **signed** (verified `G`).
- [x] I ran the project's own checks/tests locally and they pass: the
checks above. This is formatting only.
- [ ] New files carry the correct SPDX identifier: n/a, no new files.
- [x] Docs are updated, and no public claim now overstates what the code
does: nothing to update.
- [x] I have not introduced a soundness hole.

## Notes for reviewers

Formatting only. The data-identity check is the whole claim.
