docs/proof-debt.md: replace 2 TBD placeholder entries with real rationale

PR #66 landed a placeholder docs/proof-debt.md to satisfy governance/trusted-base. Both entries are currently "TBD (file:line)".

Resolution

1. Locally run bash /path/to/hyperpolymath/standards/scripts/check-trusted-base.sh from the echidnabot root. It will print the 2 offending file:line tuples.
2. For each, either:
   • inline-annotate the call site with // TRUSTED: <one-line rationale> (preferred — keeps the rationale next to the code), or
   • replace the placeholder line in proof-debt.md with the real file.rs:LL + rationale + cleanup follow-up.
3. Once both have real entries (or inline annotations), close this issue.
