Summary

The copied "Verify immutable action lockfile" step in workflow-linter.yml pins its own gh-actions-lock v0.1.6, which cannot read lockfile v0.0.3. Every current gh actions-lock writes v0.0.3, so the step fails the first time a current tool refreshes this repo's lock. That has already happened in proof-burrower. The step was also a second verifier with a second version pin.

Governance's Actions lockfile verify job (this repo pins standards fad242d3, which has it) already runs standards scripts/update-actions-lock.sh. That is one tested implementation, with one pin, and it accepts reusable-workflow coverage.

Owner decision 2026-10-14 (selector): drop the lock step from copied linters, and move the estate to gh-actions-lock v0.2.0 (hyperpolymath/standards#1250). Pilot repos first: proof-burrower, echidna, echidnabot.

Changes

  • .github/workflows/workflow-linter.yml: the pinned-binary lock step is replaced by a comment pointing at the governance gate. The SPDX and permissions checks are unchanged.
  • No uses: changes, so actions.lock is untouched.

Testing

  • actionlint v1.7.7 clean; the workflow duplicate-key check is clean.
  • Standards update-actions-lock.sh --verify-local on this branch passes (exit 0) under both gh-actions-lock v0.1.6 and v0.2.0.
  • lint-workflows is green on main today. This removes the failure before it happens rather than fixing a red check.

…w linter

The copied "Verify immutable action lockfile" step pinned its own
gh-actions-lock v0.1.6 binary. v0.1.6 cannot read lockfile v0.0.3, which
every current `gh actions-lock` writes, so the step failed whenever a
current tool refreshed the lock (proof-burrower#111/#112). It also kept a
second version pin that drifts from the estate's.

Governance already verifies the lock through standards
scripts/update-actions-lock.sh. That is one tested implementation, with
one pin, and it accepts reusable-workflow coverage. The step is removed
and a comment points at the gate. No `uses:` changes, so actions.lock is
untouched.

Owner decision 2026-10-14: drop the lock step from copied linters; the
estate moves to gh-actions-lock v0.2.0 in hyperpolymath/standards#1250.

…YAML / I-JSON+JCS / UUID v8 (#179)

## Summary

Appends an "Owner norms (2026-10-14)" section to `.claude/CLAUDE.md` for
agent sessions in this repository. echidna and proof-burrower get the
same text.

## Changes

- Decisions are asked with the selector tool.
- Work lands as stacked PRs.
- Findings are fixed at source before any baseline entry. The exemption
ratchet rejects ledger growth unless a `Ratchet-exception:` line names
that ledger.
- The format standards point at their normative source in
`hyperpolymath/standards` rather than restating it:
- `3-practice/YAML-POLICY.adoc` §3.4: KYAML, `.kyaml` (D280, D307,
D293);
  - the workflow gate in standards#1025;
  - `3-practice/JSON-POLICY.adoc`: I-JSON as JCS plus a final LF (D306);
  - ADR-008: UUID v8 profiles T and C (D305, D305b, D320).
- The UUID rule is scoped: `src/ids.rs` still mints records as v7 and
content ids as v8 over JCS bytes. Profiles T and C, and the ban on new
v7 minting, apply once the `ids.rs` migration lands. This is the wording
the owner accepted on proof-burrower#111.

The CI fix this PR used to carry (ported from #180: the
`echidna_core::trust::axiom_tracker` import in `tests/live_echidna.rs`
and quinn-proto 0.11.19) is now on `main` via #180 itself, and the
workflow-linter change via #181. Since the merge of `main` (0c7f846),
this PR changes `.claude/CLAUDE.md` only.

The repo's migration to these formats, including the store's content ids
moving to profile C, follows in its own stacked PRs.
