Adds a Signed commits section to this repo's CONTRIBUTING, per owner ruling D218. The estate policy is docs/SIGNING-POLICY.adoc in hyperpolymath/standards.

This repo's default branch is covered by the zero-bypass Require-Signed-Commits ruleset, and rebase-merge is off. The section tells contributors what that requires:

  • People and interactive agents sign with an SSH signing key.
  • Apps, bots and workflows write through the API, so GitHub signs their commits.
  • PRs are merged with squash.

If the file already had its own signing section, that section is replaced in place instead of adding a second one. Lines elsewhere that told people to sign with GPG are changed to match the policy (SSH for people).

This is a docs-only change. The commit was created through createCommitOnBranch, so GitHub signs it.

📝 Summary

Summary by CodeRabbit

  • Documentation
    • Updated the contributor guide with commit-signing requirements for commits reaching the default branch, including guidance for people, interactive agents, apps, bots and workflows.
    • Clarified that unsigned PR commits must be recreated as signed commits and that changes are merged using squash merging.

Walkthrough

The contributor guide now states that commits reaching the default branch must be signed. It describes signing methods for people, interactive agents, apps, bots and workflows, and specifies procedures for unsigned commits and pull request merges.

Before / after behavior

  • observed — Modified behavior in .github/CONTRIBUTING.md: Adds commit-signing requirements and procedures: people and interactive agents use a registered GitHub SSH signing key and verified committer email; apps, bots and workflows write commits through the API rather than pushing locally; PRs use squash merges, and unsigned commits must be recreated as signed commits. Rebase-merge is stated to be disabled.

⚠️ Agent ran but produced no code changes.

The CI failures may require manual intervention.

View agent analysis
I didn't change any files. None of these failures come from this PR, and the ones that could be fixed in this repo would need workflow edits, which I'm not allowed to make here.

**The PR doesn't change any content.** The branch's single commit (`de1c836`) has no history in common with `origin/main`, but its file tree is identical to main's (both are `880a7331…`). `git diff origin/main HEAD` is empty. The Signed commits section the PR describes isn't in the checked-out CONTRIBUTING either. So whatever is failing on this branch would fail on `main` in the same way.

What causes each failure:

| Check | Cause | Where a fix belongs |
|---|---|---|
| Governance / Well-Known | Every recent check fails the same way, with no `.well-known/security.txt` in the repo; the excerpt is cut off before the actual error | Unclear from the log; needs a full log |
| Governance / Workflow security linter | The linter requires the SPDX header on line 1, but the workflow files start with `# This workflow is managed by gh actions-lock.` and have SPDX on line 2 | The workflow files or the linter (CI infrastructure) |
| Governance / Security policy checks | The R5 canonical-reference rules flag a hit, but the excerpt is cut off before saying which file | Needs a full log |
| Governance / Code quality + docs | `editorconfig-checker` action with `version: latest` can't find the `ec-linux-amd64*` binary | The action's version pin in the workflow, or the action itself |
| Static Analysis Gate / Hypatia | The external Hypatia scanner failed to run | The Hypatia tool or its runner setup |
| Rust CI / clippy + fmt | The shared `rust-ci-reusable.yml` (in hyperpolymath/standards) gets an empty `toolchain` input | The reusable workflow or how `rust-ci.yml` calls it |
| Dogfood Gate / Groove | Fails at the manifest check, with no `.well-known/groove/manifest.json` in the repo; the excerpt is cut off | Needs a full log |
| Dogfood Gate / DEED manifests | `docs/governance/CRG-CRITERIA.a2ml` is missing an identity field, and the same failure exists on main | A repo file, but not one this PR touches |

These should be fixed on `main` (or in hyperpolymath/standards for the shared Rust workflow) in a separate infrastructure change. Separately, you might want to check how this PR's commit was made: a commit with no shared history and no content change looks like a failed `createCommitOnBranch` call rather than the intended docs edit.
