Deduplicate .github/ISSUE_TEMPLATE/ (legacy .md vs .yml variants) #52

What
.github/ISSUE_TEMPLATE/ contains both .md and .yml variants of bug_report, custom, and feature_request. The .yml (issue-forms) versions are the current standard; the .md ones look like legacy stubs.
Action
- Confirm the
.ymlforms are the intended templates. - Remove the redundant
.mdvariants. - Ensure whatever remains carries an SPDX header (some issue-template files were missing one).
Low-risk hygiene; no functional impact beyond which template GitHub offers.
Found during the 2026-06-14 deep-checkpoint (left out of the safe-hygiene PR #50 because choosing which variant to drop is a small judgement call).

Closing: the premise is gone.
This asks to deduplicate
.github/ISSUE_TEMPLATE/(legacy.mdvs.ymlvariants). Thatdirectory does not exist on
main— checked today via the contents API, which returns 404,and
nextgen-typing/.githublists noISSUE_TEMPLATEentry at all. There is nothing todeduplicate, and nothing to migrate.
If issue templates are wanted here (the contributing guide links to two), that is a fresh piece
of work on the current tree, not a cleanup of the old pair — the
i-human#51 change is thepattern for it. Reopen or refile with that framing if so.
