Ships the canonical label set and the classifier that labels newly-filed issues.

Additive only — never removes a label, never overrides a human's classification, silent when unsure, never fails an issue.

Also adds this repo's two new workflows to .github/workflows/actions.lock as []. That lock is keyed by workflow path and refuses any workflow it does not list — a startup_failure, which produces no check run and is therefore silent. gh actions-lock cannot add these: it records action versions, and both workflows deliberately use none.

See docs/LABELS.adoc in hyperpolymath/.git-private-farm.

📝 Walkthrough

Summary by CodeRabbit

  • New Features
    • Added automatic labelling for newly opened or reopened issues based on titles and existing labels.
    • Added classification for issue types, areas, priorities, statuses, metadata and scopes.
    • Added automatic synchronisation of repository labels with the canonical label set.
  • Chores
    • Added generated label configuration and registry files to support consistent issue management.

Walkthrough

The change adds a canonical label registry, title classification rules, a jq classifier, an issue triage workflow, and a label synchronisation workflow. The workflows fetch repository files at GITHUB_SHA and apply additive label updates.

Changes

Label automation

Layer / File(s) Summary
Label taxonomy and registry
.github/label-classifier.json, .github/labels.json
Adds prefix, bracket-tag, keyword, signal, tier, precedence, supported-type, label, and frozen-label definitions.
Issue title classification
.github/scripts/classify-issue.jq
Parses title prefixes and bracket tags, matches literal keywords and signals, enforces tier limits, excludes existing labels, and emits sorted canonical labels.
Canonical label synchronisation
.github/workflows/labels.yml
Creates missing labels and updates colour or description drift for non-frozen labels. Frozen labels remain unchanged after creation.
Issue triage workflow
.github/workflows/label-triage.yml
Classifies opened or reopened issues, filters results against defined repository labels, and applies matching labels without removing existing labels.

Estimated code review effort: 4 (Complex) | ~45 minutes

Merge Risk: 🟡 Moderate · up to 8d0d0

The workflows can silently report success when the canonical label registry cannot be fetched or is malformed, can emit output when classification is uncertain, and can apply conflicting labels after a failed or stale issue-label read; branch-trigger handling and frozen-label validation also remain unresolved. These are bounded but concrete correctness and automation risks, so the PR needs fixes or explicit owner acceptance before merge.

Pull Request Overview

The PR introduces a canonical label taxonomy and an automated triage system using jq to comply with estate-wide language and security constraints. While Codacy indicates the implementation is up to standards, there are several gaps regarding verification and deployment safety. The most critical issue is the absence of the .github/workflows/actions.lock file in the diff, despite the PR description stating it was updated. This omission will likely cause startup failures in repositories where the lock is strictly enforced. Furthermore, the complex regex and inflection logic in the jq-based classifier is completely untested, and the triage logic itself is highly conservative, requiring a pre-existing or identifiable 'type' label before applying any area-based tags. The label synchronization workflow also contains a shell-level parsing risk regarding multiline descriptions and a performance bottleneck due to excessive sub-process forking in loops.

About this PR

  • The PR description references updates to .github/workflows/actions.lock, but these changes are absent from the file list. This mismatch will prevent the workflow from executing in security-locked environments.
  • No test files or validation scripts were included to verify the complex logic in classify-issue.jq. Relying on empty coverage reports for custom automation increases the risk of regressions in the taxonomy logic.

Test suggestions

  • Classify issue with conventional commit prefix (e.g., 'fix: ...' maps to 'bug')
  • Classify issue with bracket tags (e.g., '[security] ...' maps to 'security')
  • Keyword matching with inflections (e.g., 'test' vs 'tests' or 'documentation')
  • Ensure existing label tiers are not overridden (e.g., issue has 'enhancement', 'fix:' prefix does not add 'bug')
  • Sync workflow creates missing labels with correct colors/descriptions
  • Sync workflow ignores updates for 'frozen' labels
Prompt proposal for missing tests
Consider implementing these tests if applicable:
1. Classify issue with conventional commit prefix (e.g., 'fix: ...' maps to 'bug')
2. Classify issue with bracket tags (e.g., '[security] ...' maps to 'security')
3. Keyword matching with inflections (e.g., 'test' vs 'tests' or 'documentation')
4. Ensure existing label tiers are not overridden (e.g., issue has 'enhancement', 'fix:' prefix does not add 'bug')
5. Sync workflow creates missing labels with correct colors/descriptions
6. Sync workflow ignores updates for 'frozen' labels

🟡 MEDIUM RISK

The changes to .github/workflows/actions.lock mentioned in the PR description are missing from this diff. This will cause startup_failure in repos enforcing the lock.

# A rule must actually have FIRED: keyword-area hits alone are not enough.
| if ($matched | not) then []
# a type is mandatory
elif ((($out + $have) | any(. as $x | $types | index($x))) | not) then []

⚪ LOW RISK

Nitpick: The triage logic requires a 'type' label to be present or identified before it will apply any labels. If a title only matches 'area' keywords but lacks a clear 'type' prefix or keyword, no labels will be applied.

frozen=0
for f in "${FROZEN[@]}"; do [ "$f" = "$name" ] && frozen=1 && break; done

cur=$(printf '%s\n' "$existing" | awk -F'\t' -v n="$name" '$1==n{print;exit}')

⚪ LOW RISK

Nitpick: The loop performs multiple process forks per label to search the existing list and extract fields. Consider refactoring to load existing labels into a Bash associative array once to eliminate the use of awk and cut inside the loop.

🔒 Security & Privacy | 🟡 Minor | ⚡ Quick win

Restrict the push trigger to the default branch and serialise runs.

The push trigger has no branches filter. Any branch push that touches .github/labels.json runs the sync, and the step fetches the payload at $GITHUB_SHA, so an unmerged branch can create labels and rewrite colours and descriptions in the live repository label set. Repository labels are global, so the change is not confined to the branch.

The workflow also has no concurrency group. A branch push, a manual dispatch and the monthly schedule can run at the same time and issue overlapping gh label edit calls.

🗄️ Data Integrity & Integration | 🟡 Minor | ⚡ Quick win

Abort when the payload has no frozen list.

set -e is not enabled. If .frozen is missing from the payload, jq fails, FROZEN stays empty, and every label is then treated as non-frozen. gh label edit can then recolour or redescribe frozen labels, including security, which the header states is wired into triage.yml exempt-issue-labels. Fail the step instead of continuing without the protection.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Keep the uncertain path silent.

The workflow prints the issue title at Line 69 and existing labels at Line 85 before it knows whether ADD is confident. The empty-result branch also prints no confident classification at Lines 90-91. This conflicts with the documented SILENT WHEN UNSURE behaviour and the PR objective. Move diagnostics after the non-empty ADD check or remove them from the uncertain path.

Also applies to: 85-85, 89-91

Do not apply labels from a missing or stale snapshot.

When gh issue view --json labels fails, || HAVE='[]' tells classify-issue.jq that the issue has no labels. The classifier then does not lock existing max-one tiers and can add a conflicting label. A successful read can also become stale before gh issue edit runs. Exit when the read fails, and serialise per-issue runs or use a conditional update before applying ADD.

🩺 Stability & Availability | 🟡 Minor | ⚡ Quick win

Fail when the canonical payload cannot be fetched.

In @.github/workflows/labels.yml around lines 51 - 53, Remove the unconditional
success fallback from the gh api/base64 pipeline in the label-repair workflow so
API or decoding failures cause the step to fail. Retain the empty-payload check
for a genuinely absent .github/labels.json file, which should continue reporting
no work and exiting successfully.

Validate .labels before the process substitution.

If .labels is missing or is not an array, jq fails inside the process substitution. The while loop still exits successfully with no iterations. The workflow then reports a successful zero-change run instead of rejecting the invalid registry payload.

In @.github/workflows/labels.yml at line 94, Validate that the registry
payload’s `.labels` field exists and is an array before the process substitution
feeding the label-processing while loop. Make invalid or missing `.labels` cause
the workflow to fail rather than allowing the loop to exit successfully with
zero changes; preserve the existing jq extraction for valid arrays.
