fix(gates): gate on the DEED grammar, per the template and standards#837 - #111
Conversation
Mirrors `rsr-template-repo/.github/workflows/deed-validate.yml` and standards#837 step 4. No `.a2ml` document is translated and no retained-input gate is touched.

Count both manifest extensions.
COUNT includes only *.deed, but the warning and gate refer to both .a2ml and .deed. A repository containing only 0-AI-MANIFEST.a2ml therefore gets a false warning, and steps.detect.outputs.count > 0 remains false, so validation is skipped. Use the same .a2ml and .deed file set for COUNT, the validation condition, and the summary.

Restrict the deprecated-file check to non-legacy .a2ml files.
The find command matches every *.deed file. This repository contains panoply_chora.deed, so the step prints the deprecated-file error and exits with status 1. If present, 0-AI-MANIFEST.a2ml would also fail the check, although the warning states that this file is accepted during migration.

Keep the K9 summary tied to K9 validation.
Line 104 is shown when K9_COUNT is zero. It now reports that no .a2ml/.deed manifest files exist. A repository can have manifests and still have no K9 contracts, so this summary reports the wrong cause. Restore the K9-specific warning or add a separate manifest predicate.

Why
The guard in
dogfood-gate.ymlcounted.a2mlfiles only:so a repo whose manifest is written in the current grammar is reported as having none, and the
summary/compliance row is skipped by the same predicate (
if find . -name '*.a2ml' ... | grep -q .).The validator itself has scanned both grammars for a while -- the caller's predicate is the bug.
