Use one ignore mapping for all GitHub Actions exclusions.

The mapping already defines ignore at Line 16. The added ignore at Line 27 creates a duplicate YAML key. Dependabot can reject this configuration, or a parser can retain only the later key and drop the ruby/setup-ruby and actions/jekyll-build-pages exclusions. Add github/codeql-action to the existing ignore sequence.
