Check the submitted formatting before changing the working tree.

When a pull request contains unformatted Rust files, cargo fmt --all changes them before cargo fmt --all -- --check runs. The check then passes although the submitted commit remains unformatted. Run the check first, or remove the mutating command from this verification job.

Update the formatting step in the CI verification job to remove the mutating
`cargo fmt --all` command or run `cargo fmt --all -- --check` before it, so
formatting validation checks the submitted files without first modifying them.

Select a branch before pushing on push events.

When a push run produces formatting changes, github.head_ref is empty. Checkout uses the event revision, so the later unqualified git push has no checked-out branch to push and the fmt job fails. Select the event branch for push runs, or do not auto-commit on that event. Because rust-ci needs fmt, this failure also skips the reusable checks.

Update the checkout ref in the rust-ci workflow to select the event branch for
push runs instead of relying on the empty github.head_ref; alternatively,
disable formatting auto-commits on push runs so the later git push does not run
without a branch.

Do not push formatting commits from fork pull requests. Fork pull requests normally receive a read-only GITHUB_TOKEN. If formatting changes a file, both push steps fail; failure in .github/workflows/rust-ci.yml also skips its dependent Rust checks. (docs.github.com)

  • .github/workflows/rust-ci.yml#L39-L42: push only for writable branches; use a non-mutating formatting check for forks.
  • .github/workflows/fmt.yml#L32-L35: apply the same restriction and report required formatting on forks.

🗄️ Data Integrity & Integration | 🟡 Minor | ⚡ Quick win

Do not create a filledBy=machine declaration from a legacy producer value.

If a legacy record has no marker but has a producer, this branch creates FfpDeclared { filled_by: "machine", .. }. Legacy producer was the PDF /Producer string, such as a word processor. It was never an FFP declaration. A legacy Human row with producer: Some("LibreOffice") therefore converts to FilledUnknown with a declared machine filler. That record then appears in audit_json() and in the queue's form_provenance column. FFP v1.0 defines declared as a parsed marker only, and the field doc says null when no marker parsed. The conversion therefore writes a false provenance claim into the audit data.

Remove the legacy.producer fallback that constructs an FfpDeclared value in the

no marker exists, keep declared as None.
