fix(gates): gate on the DEED grammar, per the template and standards#837 - #144
Conversation
Mirrors `rsr-template-repo/.github/workflows/deed-validate.yml` and standards#837 step 4. No `.a2ml` document is translated and no retained-input gate is touched.

- Line 94: Update the zero-K9-count warning in the workflow to report “No K9
contract files found” instead of claiming that no .a2ml/.deed manifests exist;
keep the existing manifest-specific message or branching unchanged if it is used
elsewhere.
- Line 33: Update .github/hooks/validate-a2ml.sh so its file discovery includes
both *.a2ml and *.deed, validating .deed files with the DEED grammar while
preserving the existing A2ML validation path. Keep the discovered validator
input set aligned with the COUNT expression in dogfood-gate.yml.

Validate .deed files before counting them as manifests.
COUNT includes *.deed, but .github/hooks/validate-a2ml.sh discovers and validates only *.a2ml. A repository that contains only an invalid .deed can therefore run the validator with no candidates; the validator writes files_scanned=0 and exits successfully. The workflow then reports one scanned manifest without validating it.
Extend the validator to discover .deed files and validate them with the DEED grammar. Keep the detection count and validator input set aligned.

Restore the K9-specific warning.
This line runs when K9_COUNT is zero, but it reports that no .a2ml/.deed manifests exist. A repository with a valid deed and no K9 contract will display a false warning. Use No K9 contract files found here, or make the message depend on the manifest count.

Why
The guard in
dogfood-gate.ymlcounted.a2mlfiles only:so a repo whose manifest is written in the current grammar is reported as having none, and the
summary/compliance row is skipped by the same predicate (
if find . -name '*.a2ml' ... | grep -q .).The validator itself has scanned both grammars for a while -- the caller's predicate is the bug.
