Migrate estate-authored, non-bot YAML — the 11,238 + 2,700 populations.

Gate (§5)

Gate green per step 3; no comment loss; reversible in one revert.

Acceptance criteria

• The step 3 checker is green across the migrated population.
• No comment loss, verified by the step 2 proof — not by eye and not by
  "it still parses".
• Reversible in one revert: a single commit per coherent batch, so a
  regression does not require unpicking.
• Bot-authored YAML is excluded by construction, not by hope — name the
  exclusion mechanism.
• Lockfiles (pnpm-lock.yaml and friends) are out of scope per §6.
• The population count is re-measured at migration time, not carried
  over from the figures above — a census is wrong in both directions at once.
