debt paydown: gate-scripts-without-tests re-baselined 30->40, todo-fixme 76->80

What happened

Round-2 fix-forward re-baselined two fossilized Debtfile counts to measured values (with Debt-exception declarations):

• gate-scripts-without-tests: ceiling 30 -> 40 (measured 40; committed count had fossilized at 31 — chore(debt): re-measure Debtfile probes #820's own tree already measured 38)
• todo-fixme-markers: ceiling 76 -> 80 (measured 80; committed 77)

The debt runner only ratchets down, so the counts fossilized while the tree grew (+2 untested scripts, +1 TODO file since the Sept 17 re-measure). The raise is honest bookkeeping, not new rot — but 40 untested gates is real debt.

Paydown

Each new scripts/tests/<name>-test.sh the runner accepts lowers the measured count, and run-debtfile.sh --write lowers the ceiling automatically. Work through the 40-list (see run-debtfile.sh output); no declaration needed to fall.

Candidates (newest first)

• scripts/link-rot-guard.sh (added Sept 19, untested)
• the 8 subdir scripts under scripts/spine/ + scripts/sweep-classifiers/ (libraries/classifiers count as gates today — either test them or propose a principled probe carve-out)
