…ADR array format (#846) Follow-up to #842 (merged before the extension rode in): recon surfaced that the rsr instance's `[axis-3-audit-rules]` is POPULATED (four prose strings) and `[architecture-decisions]` documents the ADR inline-table format (status enum: proposed|accepted|deprecated|superseded|rejected). Both are now in the field table; `[design-rationale]` stays fail-closed. The translator's fail-closed gate caught this live during full-mode testing — the P-2a table-closed rule working as designed, then extended exactly as the frame prescribes.
