fix(ci): reconcile the workflows with actions.lock (gh-actions-lock v0.1.6)

actions.lock is authoritative: the workflows carry readable refs and the lock records the
commit each ref resolves to, which is what actually runs. Refs that stop matching the manifest
make the whole repository unstartable — startup_failure, "Invalid lockfile".

Regenerated with the official extension (github/gh-actions-lock). The hand-pinned SHA refs are
reverted to their readable form here precisely because the lockfile, not the workflow, is what
pins them.

📝 Summary

Summary by CodeRabbit

  • Chores
    • Updated automated workflow action references to current releases.
    • Improved workflow maintenance tracking with management metadata.
    • Standardised action version references across build, deployment, scanning, notification and quality workflows.
    • Updated Pages deployment workflows to use explicitly pinned action revisions.
    • Simplified one test workflow’s toolchain configuration.

Walkthrough

The pull request adds gh actions-lock markers to GitHub Actions workflows and changes action references between release tags and commit SHAs. It also removes a duplicate Rust toolchain configuration in quality-gates.yml.

Changes

GitHub Actions lock updates

Layer / File(s) Summary
Workflow management markers
.github/workflows/*.yml
Management comments were added to the workflow files. push-email-notify.yml now contains a duplicate marker comment.
Tag-based action references
.github/workflows/boj-build.yml, .github/workflows/casket-pages.yml, .github/workflows/codeql.yml, .github/workflows/instant-sync.yml, .github/workflows/push-email-notify.yml, .github/workflows/quality-gates.yml, .github/workflows/workflow-linter.yml
Several action references now use release tags instead of commit SHAs. The action versions and workflow sequences remain unchanged where stated.
Workflow pinning and cleanup
.github/workflows/pages.yml, .github/workflows/quality-gates.yml
pages.yml now uses commit-SHA pins with version comments. quality-gates.yml removes a duplicate Rust with block and retains toolchain: v1.

The current changes can invalidate quality-gates configuration and make the workflow linter fail across every managed workflow. Both CI failures should be fixed before merging.

Remove the second with mapping.

This step defines with twice. Duplicate YAML mapping keys can make the workflow fail to parse or cause the later mapping to replace toolchain: v1. Keep one with mapping and set the required toolchain once.

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

Check the first two lines for SPDX identifiers. gh actions-lock manages the first line of each listed workflow, while the SPDX identifier is on line 2. The current check therefore reports all 14 workflows as missing SPDX headers and fails the linter.

Keep the management marker on line 1.
