fix(ci): pin third-party actions to full commit SHAs

The account's Actions policy requires a full-length SHA ref. A tag or branch ref is refused at
startup — startup_failure, no jobs, "this workflow graph cannot be shown" — so these workflows
could not run at all. This resolves each ref to the commit it currently points at and records the
ref in a trailing comment, e.g. actions/checkout@<sha> # v4.

dtolnay/rust-toolchain takes its toolchain from the ref itself, so those steps also gained an
explicit with: toolchain: input; without it, a SHA ref would silently lose the channel.

No behaviour is intended to change beyond the pins.

📝 Summary

Summary by CodeRabbit

  • Security
    • CI/CD workflows now use immutable action revisions instead of mutable version tags, improving build reproducibility and supply-chain integrity.
    • Existing workflow behaviour and action versions remain unchanged.

Walkthrough

The pull request replaces mutable GitHub Actions and reusable workflow tags with immutable commit SHAs across root workflows and nested projects. Version comments remain where specified. Some Rust and Trivy configuration is now explicit.

The action-pinning change is otherwise consistent with the recorded version-to-commit mappings, but two Rust setup steps now list the same settings block twice, which can stop the journal theme's CI and release runs or silently drop the Rust build target. One notification workflow also carries an audit note pointing at the wrong commit. Both are small edits and should be corrected before merging.

Synchronise the NOSONAR SHA with the pinned commit.

Line 43 uses commit 22e7bdb322c430c1d0dac6b3bb307f4bb139d0be, and .github/workflows/actions.lock records that same commit. The inline comment still names sha1-ede1191ef6ff3ac02c4f4d9efdf837ee517e11d7. Replace the comment value with the actual pinned SHA so the audit hint identifies the commit that the workflow executes.

Keep one with mapping for the Rust step.

This change adds a second with key before the existing mapping on Line 133. The workflow parser can reject duplicate mapping keys, or the later mapping can replace the earlier inputs. Merge toolchain: stable into the existing with block.

Merge the Rust inputs into one with mapping.

This change adds a second with key at Line 25, while the existing with mapping remains at Line 27. GitHub Actions can reject duplicate mapping keys during workflow validation, or one input can overwrite the other. Merge toolchain: stable into the existing mapping so the Rust target remains configured.
