Problem
We want to be able to support Safe-owned nodes, including publishing apps.
Solution
Add initial Safe support for publishing apps.

It would be much nicer if, instead of providing instructions, we provided a clickable link that prepopulated the transaction into the Safe GUI. Tried two methods and neither worked
