I just wanted to get rid of the last submodules in surfer (https://gitlab.com/surfer-project/surfer/-/merge_requests/899), and instead depend via a
gitdependency (easier branch switching, nicer for jj users, etc.).I noticed that in the current state one essentially has to use this repo as a submodule, to get access to the needed toml files. This add a feature flag to get them included in the crate, so we can get rid of the submodule in surfer.
