Ignore or satisfy CPY001 before bumping Ruff
This lock bump will make the existing Ruff CI fail: the workflow runs uv sync and then uv run ruff check --output-format=github . (.github/workflows/ruff.yml:30-34), and this repo selects ALL Ruff rules (pyproject.toml:62-63). Ruff 0.16 stabilizes missing-copyright-notice (CPY001) per its release notes (https://astral.sh/blog/ruff-v0.16.0), so 0.16.2 starts enforcing it without --preview; the current Python files do not have copyright headers at the top (for example src/dcm230/__init__.py:1), so the check reports CPY001 unless the rule is ignored or the required headers/config are added with this bump.
