The current Scorecard workflow fails before scanning because its v2.3.0 GCR image cannot be pulled (upstream billing denial). Upgrade to verified v2.4.4 commit using GHCR, pin checkout and SARIF upload revisions, and explicitly grant contents read. Preserve result publishing and security controls. Local YAML and secret-scan hooks passed. Scorecard runs on main/schedule, so a successful live scan remains to be verified after merge. Separate existing blocker: branch protection requires Test (Zero Dependencies), but current main only provides Test (Minimum Dependencies) and declares required httpx. This PR does not bypass that gate or mislabel the dependency test.
