BDTOPO : Choose reliable tables

Context

We should be able to filter BDTOPO to keep only tables that are useful for the MCP. For example, get rid of tables like BDTOPO_V3:ERP (available only for some "departement")

Actions

• Update configuration to handle new namespaces ("No mathching rule, default ignore") : update config/namespace-filters.yaml and refresh catalog #70
• Manually remove BDTOPO_V3:erp to allow release ( e89e14e )
• Review namespace based filtering to allow table selection
• Cleanly exclude table "ERP" in "BDTOPO_V3" namespace (refs BDTOPO_V3:erp - address the lack of complete data across the entire territory #48 ) by removing the corresponding hack : e89e14e

Moved to v0.3.x with the following idea : instead of improving data/namespace-filters.yaml format to filter table, we could use the Product Catalog approach from the experimental https://telecharger.geoplateforme.fr/ :
