Water sources P1+P2: pump/seasonality/refill data, labels, tile overzoom

P1+P2 enrichment of the OSM water layer (docs/water-sources-PLAN.md).

• Pipeline (zwl-data v20260930): extra OSM properties (pump, drinkingWaterRaw, seasonal, intermittent, fountain, fee, openingHours, operator, description, bottle) and types WATER_ON_SITE + REFILL.
• Shared: WaterSource model + 6.sqm migration, parser/repo, REFILL folded into the drinking water group (3 checkboxes).
• Android + iOS: details card shows pump/seasonality/fee/hours/operator/description/raw status (+ new RODZAJ PUNKTU / NAPELNIANIE BUTELKI), complete PL translations incl. previously unmapped OSM values.
• Fix: base raster layer no longer hidden above z19; offline mbtiles sources now overzoom (min/max zoom from area) on both platforms.
• Tests: WaterSourceLabelTest + updated water tests. Android verified locally (assembleDebug + testDebugUnitTest green); iOS via CI.
