It is designed this way. Over-limit notifications are sent to all nearby players, including normal users, so they are aware that the limit has been exceeded.
The results of the purge report are only sent to online OP and the console.
If modifications are needed, the purge report and the over-limit warning notification should be separated into two distinct configuration items.
