This also makes the option available for run_unit_tests, run_plugin_tests, and setup_irods scripts. These scripts will need to implement support, which will happen in a different issue.

Leveraged for testing irods/irods#8879
Currently, only run_core_tests script uses the machinery, but I'm pretty sure it will work once added to run_topology_tests and run_federation_tests.
