Initialize the aws-lc-rs provider explicitly before any TLS clients are built, avoiding Rustls provider auto-selection failures when reqwest also enables ring. Fixes isecwire#1 Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
