optimize docker image size

Switching to networkit which has many dependencies has resulted in a large docker image (more than 1GB). Ideally, I would like this to be based on python3.6-alpine or a similarly small image.

This would require sorting out the various dependencies needed to run networkit and bringing those to a lightweight container image.
