Adds a Codex-ready skill package under
codex-skills/ecdsafail-island-gpu/.The skill wraps the GPU island-search workflow, bundles the toolkit snapshot for standalone installation, and includes references for levers, measured speedups, kernel notes, and the end-to-end walkthrough.
Validation: ran the Codex skill validator on the copied skill package and smoke-tested the local installer before committing.
