docs: separate core monitoring from Spacesuit agent flavors

Summary

• Record Command Center ownership of generic OpenClaw monitoring and the extension host; Spacesuit owns optional agent flavors and domain extensions.
• Inventory extraction candidates: Intel, Pipeline and Monetization, with session monitoring retained in core.
• Specify a proposed read-only contract, isolated per-profile selection, i18n preservation, bounded snapshot collection and compatibility/rollback gates.
• Link the decision from AGENTS.md, both READMEs and the architecture overview.

Scope

Documentation only. No runtime API, flavor loader, panel removal, deployment or restart. Existing behavior is unchanged. Cost/session reliability PR #70 remains independent.

Validation

• Changed Markdown passes Prettier.
• git diff --check passes.
• Inspected current module wiring and reviewed the migration/ownership map.
