fix: report dashboard capabilities and migrated cron state

Summary

• Read scheduled automations through the supported OpenClaw CLI with a bounded, coalesced cache instead of relying on a legacy JSON store.
• Preserve loading, partial, stale, and unavailable states rather than reporting false zero counts.
• Show an explicit unavailable state when the optional AI Jobs provider is absent; keep unsupported actions unavailable.
• Correct the Cerebro topic badge and preserve English/Chinese localization.

Validation

• 273 tests pass.
• Production bundle builds; repository lint passes with existing warnings.
• Pre-commit checks and diff checks pass.
• Browser checks cover populated Cron/Cerebro badges, missing-provider versus confirmed-empty versus failed-fetch states, language switching, and JavaScript errors.

Scope

No networking changes, deployment, or complete accounting-data claim. Existing commit authorship is preserved.
