feat: add evidence-backed operations map

Summary

• Add a read-only operations map with outcome/epic, role, agent, and topic lenses over one scoped graph.
• Inspect task/run relationships and evidence; preview inferred associations without accepting or persisting them.
• Show tracker Done counts and an agent-role run-count heatmap with explicit coverage limits.
• Add a bounded, profile-isolated work-graph reader and validator; preserve hidden-session settings and unknown data.

Validation

• 290 tests pass; lint has no errors (existing warnings only).
• Formatting, generated bundle, and repository checks pass.
• Browser checks cover root/prefixed URLs, four lenses, selection, inference preview, safe text rendering, privacy failure, hidden runs, mobile navigation, and English/Chinese switching.
• Synthetic compiler output from the companion adapter passes this validator.

Boundaries

Manual snapshots only; no live tracker synchronization, semantic embeddings, ETA, weighted acceptance progress, token-rate overlays, automatic assignments, or deployment. Fixtures and browser examples are synthetic. Inferred links remain proposals; tracker Done is not independently verified acceptance.
